Have you received an email from the Elizabeth William at the 'Global Youth Organization for Human Welfare', telling you that
"In our request to invite people from various countries around the world, I went in search of your e-mails on the web site as a means of contacting youths and organizations As a result, I picked your email from an N.G.O`s website. ";
then instructing you to
"If you are interested to participate and want to represent your country, you may contact the secretariat of the organizing committee for details and information. "?
It is a scam. There is neither an "Elizabeth William", nor a "Global Youth Organization for Human Welfare"; nor a "WORLD YOUTH ORGANIZATION FOR HUMAN WELFARE", for that matter.
Even if there were, no government agency we know of, anywhere in the civilized world, contacts ANYONE by email first. Look at the email address to which you are to respond: it is not even a government address - it is a free email account.
If you hold your mouse over the link in the email you received, you would see that it does NOT go to Elizabeth William at the 'Global Youth Organization for Human Welfare', but instead to a page on another website, which is clearly operating a scam and a fraud. We neutered the link in case it harbors a virus.
This is a simple AFF - scam - a some point, you will be asked to send money via Western Union (or "wore transfer") to cover fees, taxes, or whatever excuse they can think of that you might believe.

We are organizing a global youths combined conferences taking place from 19th � 22th May 2009 at California in the United States and in, Dakar Senegal from 26st � 29th May 2009. In our request to invite people from various countries around the world, I went in search of your e-mails on the web site as a means of contacting youths and organizations As a result, I picked your email from an N.G.O`s website.
If you are interested to participate and want to represent your country, you may contact the secretariat of the organizing committee for details and information. You should also inform them that you were invited to participate by friend of yours (Elizabeth William) who is a member of the American Youths 4Peace and a staff of (GLOBAL YOUTH ORGANIZATION FOR HUMAN WELFARE).
I believe that we may have the opportunity to meet if you may be willing to participate in this event. The benevolent donors from across the global and the Organizing Committee will provide round Trip air tickets and accommodation for the period of participants, Stay in the U.S., to all registered participants. If you are a holder of passport that may require visa to enter the United States, you may inform the conference secretariat at the time of registration, as the Organizing committee is responsible for all visas arrangements and travel assistance.

Clearly, this email and it's associated website is criminal activity intended to steal your money!
Recommendations:
If you receive a call from this number or any group that claims to represent a government agency, take down their information, including the contact's name, phone number, etc. Do NOT give them any personal or financial information, especially not a credit card, checking or bank account number, passport number, etc.
Next, look up the direct phone or email address for the agency they claim to represent and call them. Read them the email and ask if it could have come from their agency.
While we don't want to encourage people to ignore correspondence from legal government agencies, it is a safe bet that NO U.S. government agency will make any first contact with you by email. Certainly not the FBI or IRS.
