Did you receive an email from a "Seng Wan" who "would love to seek your indulgence over an urgent and very sensitive business proposal." It's the usual dead, wealthy person with no will and no heirs and you-have-the-same-last-name - scam! "Seng" will just change the name of the dead man to match your surname. the claim that "unclaimed funds are... credited to the Government for purchase of military equipments" is, of course, completely false; just a nice scammer touch to make the fraud work. It is a rather preposterous statement in any case.
Even if this were all true, you would be committing several felonies and would end up in prison. In reality, it is all a scam. Seng Wan (not his real name, obviously) hopes to con you into sending money for various "fees" to free the fortune. Notice (highlighted below) some of the other obvious signs that this is a scam are poor spelling , use of free Yahoo/Hotmail/etc email accounts, proposals that make no sense, etc.:

On August 3rd, 2005, a client Mr. Kerry Packer, made some fixed deposits valued at (thirty- two million, five hundred thousand US Dollars) for 12-calendar months in my branch and this has long matured since July, 2005. Efforts to reach him have all proved abortive as he did not affix any next of kin in his official papers including the paper-work of his bank deposit. Although in one of his visit later that year, he confided investing on a cricket game in South Africa.
Painfully, the said client was the Australian multi-billionaire, Kerry Packer who died on December 26th, 2005 after a protracted illness. Be that as it may, such unclaimed funds are through the Singapore's foreign and Defense laws, credited to the Government for purchase of military equipments at the expiration of its equivalent deposit period.
Consequently, I implore you as a foreigner to come and stand in as the next -of -kin otherwise known as beneficiary to (Late) Kerry Packer to advert this unhealthy confistication of these funds for "inhumane purposes". The money will be paid into your account for us to share in the ratio of 55% for me, 35% for you and 10% for any unprecedented expenses incurred in the course of the transaction.
Please, be assured that all the paper-work needed for this transaction will be adequately processed, more so, my position as the credit Officer further guarantees the safety and successful execution of this transaction in the shortest possible time.
